In mid-December 2010 a group from the Oslo Municipality, fronted by the PBE group (Agency for Planning and Building Services), along with participants from the Port of Oslo and Visit Oslo, released a report on the future demand for cruise quays in Oslo.

The City Council's request to the PBE group was to answer: "how many cruise quays are needed in Oslo by 2025 to provide enough space for cruise lines that want to call at the port?"
The PBE group's main conclusions were:
- There is a demand for four dedicated and one reserve quay by 2025- The two main cruise quays should be at Hjortnes and the secondary cruise quay at the Akershus area (today's main cruise quays). The Port also wants to extend these quays to be able to handle more ships effectively in this centrally located area.
Oslo Cruise Network (and several other organisations and private citizens) have given their views on the PBE group's report, saying in their response that a 4+1 cruise quay solution is not enough for Oslo based on the recent cruise prognoses by cruise industry professionals. Therefore, the Network's recommendation is that:
- Oslo should plan for seven cruise quays (6+1) by 2025
- Primary quays should be located in the Akershus area closest to the city centre
- One of the main quays should be developed with a cruise terminal for turnarounds (this might be a multi-purpose building for other use outside the cruise season)
- It is necessary to secure all possible cruise quay locations to find seven feasible future quays
The PBE group is currently evaluating the official documents and a decision is awaited. This is an important issue for Oslo as the plans and decisions made now will influence Oslo's future for 2025 and beyond.
